*This represents $20,000.00 for City Attorney Salary and $15,248.00 from Act 1256 for 2016.

 

Council Members $300.00 per month

 

SECTION 2: That this ordinance shall be in full force and effective thirty (30) days after its passage and approval.

On December 29, 2016, the Arkansas Department of Environmental Quality (ADEQ) received a Resource Conservation and Recovery Act (RCRA) Part A and Part B Renewal Permit Application from the Ash Grove Cement Company.  The Ash Gove Cement Company facility is located in Foreman in Little River County, Arkansas.

ADEQ’s Office of Land Resources Regulated Waste Programs has now determined the RCRA Part A and Part B Renewal Permit Application dated December 29, 2016 is administratively complete. Any future RCRA permitting decision that ADEQ makes will be under the authority of the Arkansas Hazardous Waste Management Act (A.C.A. §8-7-201 et seq.), as amended, and the Resource Conservation and Recovery Act of 1976 (RCRA), as amended (42 U.S.C. §6901, et seq.).

This notice of an administrative completeness determination of the RCRA Renewal Part A and Part B Permit Application satisfies the requirements of A.C.A. §8-4-2003(b).  The RCRA Part A and Part B Renewal Permit Application specifically involves the continued use of current RCRA permitted Hazardous Waste Management (HWM) units designed to store and treat hazardous waste.

Persons may review the RCRA Permit and the administrative record at the ADEQ Records Management Section located at 5301 Northshore Drive, North Little Rock, Arkansas.  In addition, persons may also review the proposed permit renewal application and the administrative record for this renewal application decision at the Foreman Public Library at 216 Schuman St, Foreman, AR 71836.

Persons wishing to comment or request a public hearing regarding ADEQ’s administrative completeness determination must submit a written request within ten (10) business days of the date of publication of this notice.  The request must be hand-delivered or post marked to the Department by close of business no later than February 8, 2017 at 4:30 PM CST.  If ADEQ determines a public hearing is warranted, a public hearing will be scheduled and ADEQ will notify the Applicant and all the persons who have submitted comments for the date, time, and place of the scheduled public hearing by certified mail.
